tank indicator ticks off

since a few weeks my fatter is almost not driven at all, and when I started it today the tank indicator ticks like crazy back and forth.
with running motor, does the tank needle commute back and forth from 0liter to 20liter?

Are these just normal side effects because the car was standing so long or is something serious wrong??
