Test idle control valve?

I just have a little problem with my type44 (in the type 44 forum I'm already asking around, but there are plenty of experts here!)
How can I test the function of the LLRV? The slider opens max. Split 1mm, no more! He can be pushed with his finger, but he can't go any further... even with a little "soft force." Is that normal or not? I'm sure he was supposed to be working out.
Then I measured the voltage on the plug. When the ignition is switched on, 12V will arrive. If I then connect the LLRV, does nothing...normal? Or should something be moving? Who can help?

Thank you!

Greetings Luke
