Turn off brake discs there massive fluttering

I think that's a well-known problem, that the UFO discs flutter and rattling at the braking process like wild.

Can the discs be turned off (of course the minimum thickness must be considered is clear. Faith is 23mm ?)
to get them straight again?

If so, who does that? do not believe every car workshop has a lathe and not every locksmith who has a lathe is capable of...
